Gilliam’s jaw-dropping dystopian science-fiction black comedy, which was almost shelved by Universal, imagines a totalitarian surveillance society that would make Orwell envious. When minor bureaucrat Pryce notices a clerical error that led the state to arrest the wrong man, it sets him on a quest for freedom, and makes him public enemy number one.
